The ACA {Australian Communications Authority} Took 16yrs to track down a Pirate using a P29 call sign in VK.
He was allowed to operate by a certain group of Amateurs from VK / ZL / FK and V8.
These amateurs new the call was illegal, and he was a Pirate.
His employment gave him access to "HF" equipment, being a Pilot.
He had setup a station in VK and the group that he was with still allowed him to join nets and take messages and pass traffic etc:
These Amateurs had the P29 stay with them in VK / ZL / FK and V8 and they had trips to other countries together, still knowing this was illegal for him to be operating Amateur Equipment.
He was brought to the attention of the ACA by a Licenced P29 station who is involved with the Intruder Watch, and he {Pirate} then was located by the ACA, and fined etc:
Do you think action should have been taken against the Amateurs, that kept him a Pirate for 16yrs.
They were allPartners in a Cime.
Also should the company he {Pirate} still works for be notified, being an Airline company.
These Amateurs are making comments about others being involved in the Pirate being caught, just to take the lime light off themselves.
To do the above is certainly not Amateur Radio, I wonder how many other Pirates are on our bands that are involved with this group, as there is no NZ etc call book lookup, as one of this Group asked a ZL operator.
I will forward the results on to the Authorities following the outcome, to see if action can be taken.

There's always bigger fish to eat the smaller ones - you just have to aim them in the right direction !
It's good for AR in the long run - these guys belong in jail or on CB or somewhere else BUT NOT ON AR.

shelved, if I had known what was going to transpire over this year 3 years
ago I would probably not proceeded with my amateur licence. This hobby is
not the hobby I fell in love with 20 years ago, and waited that time before
I could afford and have the time to sit and learn the exams.
Its a sad day.

These are comments sent to me by other concerned Amateurs, They don't want the abuse and Lies made up about them like is happening to me and others.
Also if you read the contents, you will see where I put in about Blaming others just to take the lime light off themselves.
After the P29 was caught they banned together travelling around VK with the Pirate, just to turn others against innocent persons.

Illegal use of the callsign P29VS
For many years a non-qualified person has used the callsign P29VS from
locations all over Australia. Yes, Australian territory that is !
and a Papua New Guinean callsign.
How is this possible you might ask. Surely there must be agreements betwee=
n
countries to prevent foreigners just entering Australia and firing up thei=
r
amateur gear on the bands, calling into nets and passing traffic.
There are !!
When you find this unlicensed operation extending to aeronautical mobile
mode and being used all over Australia, even the most un-informed amateur
must start to ask questions.
BUT NO, for years this pirate operation has gone un-reported by VK amateur=
s,
many of whom talked daily with P29VS at either a fixed location in Victori=
a
or aeromobile from various jet routes across Australia.
None of these licensed amateurs, supposedly aware of the terms of their
license and the limitations of operating with a foreign call, ever queried
the use of a P29 call in Australia.
In view of his long and un-challenged operating history, it is only
fitting that the pirate should be closed down by P29 amateurs monitoring,
providing evidence and insisting that something be done by your ACA.
First heard some years ago while mobile over Western Australia, the
callsign was monitored recently and consistently on Tony's net on 14MHz.
The P29 radio society queried PNG's administration and was informed that
the call had never been issued. In fact this had been determined long ago
when an attempt was made to have a PNG license issued.
Further work including recordings of callsigns and place names identified
the operation as being within Australia.
Action taken by the ACA in Victoria has now terminated the operation.

What is worrying is the fact that this activity had continued for
many years, we suspect at least 16 years, without VK amateurs or the
ACA challenging the operator. It also seems possible that the person
involved operated from PNG as P29VS while here in the 1970s and 1980s.
In those days, attempts were made to get in contact with this 'Air Niugini
pilot' who could provide a very interesting QSO to ground stations.
Of course, it never happened and now we know why !!
In this goings on Ian Doncaster V8IAN / VK2IAN / VK3XN & John Nixon VK4BJN / FK8FR & Robbie Beets VK4YV & John VK4CTJ plus ZL stations new of his Piracy and had him stay with them including introducing him as an Amateur.

UK & USA Regs different
When you ask us American Old Boys we do things different as to what is Right or Not.
Let me Chase a Rabitt for some time , Ok lets say John Doe was Busted by the Local Public Saftey and Mary Doe Knew about it.
Thing here in America Mary Doe can only get into trouble if she was a witness to a Serious Crime where a Detective may investigate , if shes concealing evidence maybe she would get into trouble.
the FCC on the other hand does not run like that they answer to Congress and they have a 2 year answer to responsibility etc..
Budget is main thing here, they used to go to a illeagle station Shut it down, unfortunately Laws change year after year, and the laws made it more restrictive.
Maybe down under your regs may be different and your Government operates different.
But each country is different Example Mexico has no place to go , not even an Out House. USA you get busted by a Cop and in my State Michigan You are a Life Member of the Sex Offendors Registry.

We transferred money into his account and he has never sent us goods or returned monies after many months.
He doesn’t answer my emails and I want to contact him and legally pursue him.
This kills the ham radio spirit when hams do this, we do not have this problem often but this one has been most disappointing.
I have held off from going public for 4 months but enough is enough, this is bad business and I hope no one else receives the same treatment from this chap.
