I'd like to start HF operations but I can't put-up an outdoor antenna for site specific reasons.
I'm thinking of running a maximum of 150 HF watts into an indoor antenna. I'd be in the same room with the antenna.
Would I be exposed to unsafe levels of RF? What about other areas of the house, especially those above the antenna?

Lots of options here;
Run a long wire down side of building to flag pole
run a long wire, under eave of house, all the way around the building
if using a shingle roof, run ant wire around in the attic
all the above requires an external tuner, a decent wide-range matching type.
Heck, anything up can be tuned and used, and a good ground is critical. a cold water pipe is good if it goes directly to ground. NEVER use a stove line or gas line, for obvious reasons.
