Help with Clipperton L

I have a clipperton L with good tubes and good voltage from the transformer, but no rf out. All lights work and I can hear a slight click when I key it. Yes i'm on the correct bands and have tried turning the knobs, no output. Is it the relay that needs replacing or something else simple. Thanks for any help.
