Kenwood R-1000 Display problems-all segments lit

Hi, I have a Kenwood R-1000 receiver and it has a display problem. Some of the segments that should not be lit at certain times are always lightly lit so it's hard to see what frequency you are on. I have re soldered all the pins for the display itself and the IC that controls it (MSM5524). but the problem is still there. Any help out there?
