Hams ripping off Hams!

I just bought 2 items in the last 4 months. Would like some feedback from other Hams.

1. I bought a Kenwood TS590S from ham in TN. He claimed in the ad that the "Radio is in very good condition and works on all bands and modes".
I tried for 4 weeks to get the radio to transmit = nothing. And the radio would not tune to 40m.
Frustrated I send the radio to Kenwood authorized service center = United Radio.
They came back with "defective diodes and transistors" and a $400 price tag to repair. I still do not have the radio back.

Please expert hams send me feedback = Could this radio have possibly ..."works on all bands and modes" as the seller claimed in the original QTH ad??
