N4YX -- Could have gone better

I purchased a TS-2000 from Ted N4YX that was listed as being in "great shape".
I promptly paid via PayPal using the Goods and Services mode to protect both myself and the seller, which I voluntarily overpaid to compensate for the PayPal fee he'd incur---he didn't even have to ask.
Additionally, I also generated the shipping label for him through my company since I can get things shipped at a significant discount.
Ted quickly shipped the transceiver, but when it arrived I was dismayed to see the lids were covered in scratches, some deep enough to show bare metal. The 70cm type N socket had a bent center pin that looked like someone tried to shove a PL-259 in, and there was a small gash in the front panel that took a chunk out of Antenna Tune button so the backlight shined right through. All the screws were chewed up, so the unit has obviously been opened up by someone careless with a screwdriver.
When I tried testing it on the air, it drew over 11 amps just applying bias whenever keying HF or VHF SSB. At that point I packed it back up and contacted Ted, explaining my displeasure and my wish to return the transceiver for a refund.
At first he ignored me. I waited 24 hours before contacting a second time, reminding him if he didn't work with me I would get PayPal involved if necessary. At that point he asked me to return the transceiver and I would receive my refund once he got it back in the condition it originally shipped in.
I paid through my company to ship the radio back, and as of today I received a refund less the PayPal fee he incurred.
Considering he grossly misrepresented the condition of the radio in his listing, I'm a little miffed at the entire situation. He got off scot-free and I bore the financial burden of shipping both ways and the PayPal fee.
