I have recently returned to Ham Radio after about 3 years away. I heard some one talking about a program where you can register your call sign and talk to people over the TV. Does anyone know where you get the software?

The capability you describe exists, using the Internet connectivity, called EchoLink. See www.EchoLink.org for details. I use it occasionally and it is a truly amazing piece of technology.

I think it should be clarified that the technology does NOT exist to talk to other hams via your TV. As Al said, it's via the Internet... so, it's via your computer, not your TV.
