I would contact the owner of the call sign and notify with copies of each use. then contact ARRL abt same and FCC. Just my thoughts. James

The FCC IS the assignor and keeper of the call sign which has been assigned to a particular person at a particular address for that person's sole use. That makes it a federal offense, I would think, to pretend to be this other person.

I would notify them and let them make the decision.
